Influenza: economic guidance
National governments require economic data on the burden of influenza disease, the cost effectiveness of the vaccine, and the projected implementation costs of a maternal influenza immunization programme in their country in order to inform the allocation of limited resources and prioritization of interventions in the health sector. To support decision making and implementation efforts in countries, WHO has developed the Economic Value Chain for Influenza Vaccination.
WHO offers a Manual for Estimating Disease Burden Associated With Seasonal Influenza to countries. With disease burden estimates established, the below resource documents can then support the assessment of the economic and social benefits of introducing influenza vaccination or to expand existing vaccination strategies.

This manual is targeted at epidemiologists and data analysts with basic epidemiological training who are responsible for data analysis and interpretation...
Estimating the economic burden of seasonal influenza (EBSIT)

This manual outlines key conceptual frameworks, best-practice approaches and practical guidance to estimate the overall influenza economic burden. The manual’s Excel-based analysis tool can be used to generate disease-burden estimates guided by the step-by-step manual.

Flutool plus (SIICT): Introduction planning and costing

The WHO Flutool plus - Seasonal Influenza Immunization Costing Tool (SIICT) is an update of the previous Flutool and helps to project total costs of influenza vaccine introduction for different risk groups by type of delivery strategy over a period of up to five years. It can also inform multi-year planning efforts in countries and is consistent with, and complements, the cMYP costing tool.
