Dr Jane Y Carter

Biography

Jane Carter is a medical doctor specialized in Internal Medicine and Haematology. She trained at London University, UK, and Toronto University, Canada. She joined Amref Health Africa in 1985 to establish the Laboratory Programme and is currently Technical Director of the Amref’s Regional Laboratory Programme, which works to strengthen diagnostic systems targeting peripheral and hard to reach areas.

She has extensive experience in the utilization of peripheral laboratory services for optimum clinical usefulness and is involved in developing appropriate strategies for improving clinical and laboratory diagnostic practices. She has participated in national laboratory policy development for a number of countries in Africa and Asia, and in setting international quality standards for diagnosis. She is leading the implementation of the East African Regional External Quality Assessment Scheme which targets primary level laboratory testing using an integrated approach. She is a member of the World Health Organization Expert Advisory Panel on Health Laboratory Services and serves on the Board of the African Society for Laboratory Medicine. She has published a number of papers relating to laboratory development and quality diagnosis in resource limited countries, together with educational books and manuals.
