Leveraging human capital to reduce maternal mortality in India: enhanced public health system or public-private partnership?

This paper describes two very different human resource strategies successfully employed by the states of Gujarat and Tamil Nadu to achieve Millennium Development Goal 5 for reducing maternal mortality.

1. The Government of Gujarat developed a Public Private Partnership (PPP) called "Chiranjeevi Yojana" which relocated obstetric gynaecology services from the public to the private sector in Gujarat 2. In the state of Tamil Nadu various human resources strategies included changing the skill mix by training general physicians in obstetric surgery, anesthesia and radiology, upgrading the skill of staff nurses and lab technicians and public/private partnership.
