Country Coordination and Facilitation (CCF)
The Kampala Declaration and Agenda for Global Action, endorsed at the first-ever Global Forum on Human Resources for Health held in 2008 in Kampala, Uganda, sets out areas for action over the next decade by all partners in response to the health workforce crisis. However, translating these strategies into action at the country level has in many cases been challenging, particularly given the complex and ever-changing nature of the human resources for health arena and the wide variety of stakeholders involved.
A critical and urgent element to better enable strategies to be translated into action is the need for effective coordination of all stakeholders. Coordination mechanisms in some countries have produced good results for the health workforce. Nevertheless, it is recognized that the number of actors and the dynamic and ever changing landscape of HRH make coordination a daunting task.
In response to this need for enhanced coordination, the Alliance, through a consultative process, has developed Country Coordination and Facilitation (CCF) - Principles and Process on human resources for health (HRH) for an integrated health workforce response.
Partnering for Progress: regional consensus-building meetings
The CCF was conceptualized in 2009. In an international effort to cultivate and expand the CCF strategies, four regional consensus-building meetings were held on HRH in Accra, Ouagadougou, Hanoi and San Salvador in 2009 and 2010, bringing together a diverse group of stakeholders from numerous countries. The lessons shared and best practices discussed at these meetings were compiled intot a "consolidated meeting report" available below.
