Primary prevention of substance abuse
All eight countries being supported in this project with technical and limited financial support are to implement primary prevention activities.
Primary prevention aims at ensuring that the problems of substance abuse does not occur.
The view is to include all psychoactive substances in a common framework whether we refer to illicit, licit, dependence or non dependence producing substances. Evidence indicates that a comprehensive approach is much more effective.
A range of project proposals based on local situation assessments have been considered.
