Benchmarking the fairness of health sector reform in the Philippines

This brief reports on how a team of researchers in the Philippines used the Benchmarks of Fairness framework to assess the fairness of sexual and reproductive health services in the province of Surigao del Sur, Mindanao. Indicators were primarily drawn from the World Bank’s second Women’s Health and Safe Motherhood Project but also from the Department of Health’s national health reform programme and the national health insurance scheme, PhilHealth.
