The P4H initiative comprises Germany, France, Switzerland, Spain, the International Labour Organization (ILO), the World Health Organization (WHO), the World Bank and The African Development Bank (AfDB).
Germany is represented through the German Federal Ministry of Economic Cooperation and Development (BMZ). Collaborating partners at implementation level are the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the KfW Entwicklungsbank (KfW Development Bank).
France is represented through the French Ministry of Foreign and European Affairs (MAEE). Collaborating partners at implementation level are the Groupe Agence Française de Développement (AFD, French development finance institution) and the Groupement d'intérêt public santé protection sociale internationale (GIP SPSI, French international health and social protection agency).
Switzerland is represented through the Swiss Agency for Development and Cooperation (SDC) which is Switzerland’s international cooperation agency within the Swiss Federal Department of Foreign Affairs (FDFA).
Spain is represented through the Spanish Agency for International Cooperation (AECID) which is a public entity within the Ministry of Foreign Affairs and Cooperation, responsible to the Secretariat of State for International Cooperation (SECI).
P4H works with a lean management structure and draws on the global, regional and country structures of its members (GER, FRA, SWI, SPAIN, ILO, WHO, World Bank, AfDB).
To facilitate collaboration and coordination between partners at global, regional and country level, P4H partners have established a coordination desk hosted by WHO in Geneva.

The P4H initiative extends an invitation to other partners to jointly support countries in improving social health protection. This implies that all partners are open to collaboration with all other partners working in the area of health financing and social health protection, share information and actively involve other partners in support activities.
