POSSIBLE IP STRATEGIES TO FACILITATE LOCAL PRODUCTION

When submitting a proposal, contrary to 4.7 “Submission of Proposals” no Proposal Completeness Form needs to be signed and included in the proposal. The Acceptance Form referred to in 4.7 refers to the transmittal letter further defined in 4.12.1.
There is no specific form for this letter.
The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out the following work: Analysis of the role of intellectual property in local production, including opportunities and challenges. The activity includes an analysis of the patent situation for selected medicines for infectious and non-communicable diseases in a number of developing countries.
The objective of the present activity is to:
- describe the importance of the IP system for local producers as well as policy options available under international intellectual property law ("flexibilities") and management strategies for intellectual property that can help overcome intellectual property-related barriers for local production where they exist.
- provide indications to what extent the patent coverage allows for local production of a number of selected medicines and to what extent patents may constitute a barrier to production in these countries.
