Preparatory process to develop the terms of reference for the UN Interagency Task Force on NCDs

December 2011 – July 2014

In full collaboration with Member States, the WHO Secretariat plans to develop the terms of reference for the United Nations Interagency Task Force on the Prevention and Control of NCDs, incorporating, but not limited to, the work of the United Nations Ad Hoc Interagency Task Force on Tobacco Control, and the current work by the WHO Secretariat to develop a division of tasks and responsibilities.

The UN Interagency Task Force on the Prevention and Control of NCDs will coordinate the activities of the relevant United Nations funds, programmes and specialized agencies and other intergovernmental organizations, to support the realization of the commitments made by Heads of State and Government in the UN Political Declaration on NCDs, in particular through the implementation of the WHO Global NCD Action Plan 2013-2020.

Resolution WHA66.10 urges Member States to:

  • Recommend that ECOSOC, before the end of 2013, considers the proposal for a United Nations Task Force on NCDs, which would coordinate the activities of the United Nations organizations in the implementation of the WHO Global NCD Action Plan 2013-2020 which would be convened and led by WHO and report to ECOSOC, incorporating the work of the United Nations Ad Hoc Interagency Task Force on Tobacco Control while ensuring that tobacco control continues to be duly addressed and prioritized in the new task force mandate.

Resolution WHA66.10 requests the Director-General to:

  • to work together with other United Nations funds, programmes and agencies to conclude the work, before the end of October 2013, on a division of tasks and responsibilities for United Nations funds, programmes and agencies and other international organizations.

The 2013 ECOSOC resolution adopted on 22 July 2013 on the UN Interagency Task Force on NCDs requests the UN Secretary-General, in close collaboration with the WHO Director-General to:

  • Establish the UN Interagency Task Force on the Prevention and Control of NCDs by expanding the mandate of the existing UN Ad Hoc Interagency Task Force on Tobacco Control. This Task Force will be convened and led by WHO and report to ECOSOC through the UN Secretary-General, and shall incorporate the work of the United Nations Ad Hoc Interagency Task Force on Tobacco Control, including the work to support the accelerated implementation by Parties to the WHO Framework Convention on Tobacco Control.
  • In full consultation with Member States through the WHO, to develop the terms of reference for the UN Interagency Task Force on the Prevention and Control of NCDs, incorporating, but not limited to, the work of the UN Ad Hoc Interagency Task Force on Tobacco Control, and the current work by the WHO Secretariat to develop a division of tasks and responsibilities, as exemplified by Appendix 4 of the WHO Global NCD Action Plan 2013-2020. The UN Secretary-General shall include the terms of reference in his report on the implementation of this resolution for the consideration of the United Nations Economic and Social Council, at its Substantive Session of 2014.

The consultative process is as follows:

  • 2-3 October 2013 – First meeting of the UN Interagency Task Force on the Prevention and Control of NCDs to agree on content for the WHO Discussion Paper
  • 11 October 2013 – The WHO Secretariat published a Discussion Paper on this website for a web-based consultation until 12 November 2013. Member States, UN organizations, intergovernmental organizations, relevant NGOs and selected private sector entities are invited to share their comments in response to the WHO Discussion Paper by sending an email before 12 November 2013 to unncdtaskforce@who.int. The WHO Secretariat will publish all contributions received by email on this website. All comments submitted are subject to review by the Secretariat prior to the Secretariat posting them on the WHO web site. WHO reserves the right to summarize and/or edit any submission in consultation with the submitting party
  • 13 November 2013 – Formal Meeting with Member States to complete the work on a terms-of-reference for the UN Interagency Task Force on the Prevention and Control of NCDs
  • June/July 2014 – The UN Secretary-General shall include the terms of reference in his report on the implementation of this resolution for the consideration of the United Nations Economic and Social Council, at its Substantive Session of 2014.
