Building leadership and management capacity at the operational level requires a balanced approach covering these four inter-related dimensions:

Strengthening one without the others is not likely to achieve the desired outcomes.

The framework was agreed at an international consultation on strengthening health leadership and management in low-income countries, 29 January - 1 February 2007, Accra, Ghana.
