Summary

The WHO Youth Tobacco Rapid Assessment and Response guide (YT-RAR) describes how to assess and respond rapidly to tobacco use in young people in order to develop effective tobacco control interventions. The guide is used in conjunction with the WHO Rapid Assessment and Response Technical Guide (TG-RAR).

1 Introduction

This guide describes how to undertake a rapid assessment of tobacco use in young people in order to develop and implement appropriate interventions and responses.

1.1 Audience

The guide is an aid to planning, implementing and evaluating tobacco control measures for young people. It can be used by tobacco control advocates, researchers, health programme managers, and community organisations. They are likely to be working for national or international non-governmental organisations, community-based organisations, national or local government departments, research organisations, or international agencies. Some familiarity with basic social science research methods is assumed.

This guide will help a YT-RAR team to:

  • Prepare for a RAR
  • Gather tobacco relevant information
  • Develop plans for interventions
  • And evaluate interventions

2 The YT-RAR and TG-RAR

The YT-RAR guide is to be used in conjunction with the RAR Technical Guide (TG-RAR).

TG-RAR is the generic guide to planning and implementing Rapid Assessment and Response. The TG-RAR is a resource guide which supports RARs that may investigate the health and social problems of a particular affected population or group such as refugees, sex workers, victims of violence, or prisoners, or a particular setting such as a prison or refugee camp; a particular health issue such as HIV/AIDS, mental health, alcohol-related problems, nutrition; or particular health and risk behaviours such as diet, tobacco use, injecting drugs, or sexual behaviour.

YT-RAR has a structure similar to TG-RAR. For example TG-RAR gives general information on how to organise focus groups, and TG-RAR provides advice on how to conduct a focus group with young people on tobacco. Both guides use the same chapter numbers to facilitate cross-referencing.

How to use the guide

  • Use it creatively and adapt it to local circumstances.
  • Use different methods in combination.
  • Use methods in combination with different data sources.
  • Use assessment modules continuously, in combination and interactively.
  • Cross refer between YT-RAR and TG-RAR

2.1 YT-RAR and other tobacco control tools

This document is a resource toolkit for WHO and others' efforts to strengthen programming and policy responses related to youth tobacco issues. Other tools include the Global Youth Tobacco Survey (GYTS) (see Annex 1). GYTS is for use in school-based populations and is being implemented in all WHO regions.
