HIV programme planning and management
Strategic and operational planning is an integral part of an effective health sector response to HIV. In recent years, there has been a growing need for updated guidance on approaches to planning, which have became more broad-based and multi-sectoral to reflect the expanded response to HIV. Ongoing and new initiatives such as the Millennium Development Goals, Universal Access commitments, new financing initiatives (such as the Global Fund, PEPFAR, private foundations), the Paris Principles for Aid Effectiveness; and the International Health Partnership process, all have brought into sharp focus the need for a robust health sector planning framework for HIV. Such a framework should serve as a sound basis for integration and alignment between the health sector and broader national planning.
