The toolkit provides practical guidance on the process of planning and implementing ARV treatment programmes in resource-limited settings.

The aim of the toolkit is:

  • to address issues arising from planning and implementing ARV treatment programmes in resource-limited settings; and
  • to provide user-friendly technical guidance on planning and implementing ARV treatment programmes in resource-limited settings.

To make it possible to learn from and contribute to rapidly evolving experience of ARV treatment delivery, the toolkit is structured as a ‘living document’. The toolkit’s content will be updated regularly with the latest experience and developments in good practice and lessons learned. The World Health Organization (WHO) will manage the updating process. Selection of resources for inclusion will follow a vetting that will rely on the expertise of partner organizations of the International Treatment Access Coalition (ITAC).

The toolkit has been developed by the World Health Organization (WHO), the International HIV/AIDS Alliance and PharmAccess International (PAI) with support from Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ).
