Meeting with the Secretariat of the African, Caribbean and Pacific Group of States,Brussels, 9 December 2010

On the request of Secretariat of the African, Caribbean and Pacific Group of States representations (ACP) in Brussels, WHO/HAC held a dinner briefing on 9 December. The Assistant Director-General for HAC and the Deputy Regional Director for the WHO Africa Region met with Ambassadors from ACP countries representatives from the ACP Secretariat, the Cabinet of the European Commissioner for International Cooperation, Humanitarian Aid and Crisis Response and the European Commission DG Development and relations with ACP countries. They discussed the role and status of the Health Cluster in coordination during emergencies in ACP countries, as well as possible ways to forward this collaboration. Particular emphasis was given to the challenges around recovery and reconstruction (LRRD), and the importance of further investments into disaster risk reduction. The dinner will be followed-up by meetings at working level on how to address jointly these challenges.

ECHA meeting

WHO participated in the 9 December ECHA meeting on Sudan and Myanmar. The meeting discussed the way in which global clusters can support the humanitarian contingency plan in Sudan ahead of the referendum. It also discussed ways of engaging with the new Government of Myanmar and regional actors on the topics of access and advocacy. WHO continues to support the Post Nargis Recovery and Preparedness Plan process for early recovery in Myanmar. As chair of the PONREPP Steering committee and co-lead of the PONREPP advisory group, WHO is taking the lead in facilitating coordination among health partners and in liaising between MoH and NGOs. WHO is also working with the UN Country Team on collective preparations as well as providing technical input to the health chapter of the Development Policy Options paper being developed by the Country Team. The next ECHA meeting will take place on 20 January 2011and will discuss Haiti and Afghanistan.

IASC Principals meetings

On 15 December, WHO hosted the IASC Principals meeting, chaired by the Emergency Relief Coordinator (ERC). The WHO Director General and the Assistant Director General for Health Action in crises participated. The meeting discussed Sudan, Cluster establishment (Global Food Security Cluster) and leadership change (Emergency Telecommunications Cluster), and lessons learned from Haiti: next steps for the humanitarian system. The lunch discussion focused on leadership, coordination and accountability and a new way of doing business given the challenges encountered in 2010. OCHA will lead the process on next step.

On 21 December, WHO participated in the ad hoc IASC Principals meeting on Côte d’Ivoire chaired by the ERC. The meeting discussed specific concerns relating to human rights, internally displaced people, in-country capacity and the increasingly limited ability for humanitarian actors to operate. The ERC will provide an update to donors in the coming days with the aim of resource mobilization for this situation and hold a follow-up meeting, if required.

Other meetings

On 14 December, WHO participated the IASC Task Force on Protection against Sexual Abuse and Exploitation (PSEA) by UN, NGO, IOM and IFRC. WHO is a member of this Task Force which focuses on strengthening leadership on the subject by supporting agency heads to implement related obligations; supporting field offices in implementing joint community-based complaints mechanisms (including victim assistance) and related activities (comparing the situation before and after the implementation of the projects); and supporting agencies in institutionalizing PSEA within organizational and global structures. The next meeting will be on 15 February 2011.
