Joint letter from Cluster Lead Agencies to their Directors/Representatives at Country Level

The 74th IASC Working Group (July 2009) agreed that Cluster Lead Agencies have a dual responsibility to represent both their own agencies and the clusters they lead in IASC meetings at the global level, Humanitarian Country Team meetings (or equivalent) at the country level, and other relevant meetings. Cluster Lead Agencies were requested to ensure this is widely understood within their organizations. The Joint Letter underlines this dual responsibility. The text has been signed by all cluster lead agencies, including WHO which was part of the drafting process. The aim of the Joint Letter on Dual Responsibility is to strengthen coordination and accountability, reminding Country Representatives/Directors of their crucial role in ensuring that agencies fulfil their commitments as cluster leads.
