Where is the health cluster activated?
The cluster approach is used where a Humanitarian Coordinator has been appointed and should be used in any country faced with a sudden major new emergency requiring a multi-sectoral response with the participation of a wide range of international humanitarian actors. The cluster approach is used or has been used in the following countries and territories:
Crises or emergencies with a Humanitarian Coordinator
The cluster approach is also activated in Benin and the Dominican Republic. Eritrea has an appointed Humanitarian Coordinator but does not use the cluster approach.
Sudden onset emergencies with a Resident Coordinator

The cluster approach has been officially discontinued in Georgia and Myanmar.
