Support for HIV/AIDS proposals to the Global Fund

The WHO HIV/AIDS Programme facilitates support to countries in relation to the health sector response throughout the lifecycle of the Global Fund funded grants, including initial development of grant proposals, negotiation of grants, development of monitoring and evaluation plans, procurement and supply management plans, workplans and the introduction of Data Quality Audit Tool. In order to coordinate technical support to countries and to respond promptly and adequately to requests, the WHO HIV Programme, in close collaboration with UNAIDS and its co-sponsors, is developing and maintaining activities such as tools to facilitate the drafting of HIV proposals, roster of HIV consultants, capacity building workshops at regional level, review of draft HIV proposals.

Global Fund call for proposals presents excellent opportunity for countries to plan and seek essential funding to scale up the required programmes. WHO is committed to provide adequate assistance to countries during the proposal development process.

Response to and coordination of technical support to countries will be first addressed at country level within the UN theme group on HIV/AIDS. Assistance can be provided through WHO and UNAIDS.

For the preparation of HIV proposals, WHO and UNAIDS are updating the Resource Kit for Writing Global Fund HIV Proposals. This Kit is primarily intended for use by WHO, UNAIDS and other UN staff and consultants as they support country teams in developing HIV proposals.
