Fifth session of the Intergovernmental
Negotiating Body

In decision FCTC/COP4(11), the Conference of the Parties (COP) extended the mandate of the Intergovernmental Negotiating Body (INB) to a final session for the purpose of finalizing the text of a draft protocol to eliminate illicit trade in tobacco products. The COP also established an informal working group to work prior to the final session of the INB.

The fifth and final session of the INB was held from Thursday 29 March to Wednesday 4 April 2012 at the Geneva International Conference Centre (CICG). After four years of negotiations, on 4 April the Intergovernmental Negotiating Body agreed on a draft text of a protocol to eliminate illicit trade in tobacco products. The text is being submitted to the fifth session of the COP (12–17 November 2012, Seoul, Republic of Korea) for consideration and adoption. Once adopted, it would become the first Protocol to the WHO FCTC.
