Article 26 of the WHO FCTC recognizes the important role that financial resources play in achieving the objectives of the Convention.
The Conference of the Parties (COP) has recognized the need for assistance in this area, calling upon developed country Parties to provide technical and financial support to developing country Parties and Parties with economies in transition, and encouraging relevant international, regional and subregional organizations, international financial institutions and other development partners to identify tobacco control as being eligible for financial support and technical assistance. The COP has also requested the Convention Secretariat to develop and continuously update a database on available resources.
The database on available resources maintained by the Secretariat in accordance with the decisions of the COP is a tool that Parties can utilize to assist them in implementing the Convention.
